CCEG, a subsidiary of the Associated General Contractors of Northwest Ohio (AGC), is an organization that was created to reduce the cost of labor for its contractor members and the members of similar trade associations (i.e. NECA, MCA, OCA, etc.) primarily by controlling their workers compensation costs.
The Ohio Bureau of Workers’ Compensation (OBWC) has made significant changes to the Group Rating system over the past five years. Discounts are down, and the number of employers that qualify for group rating has been reduced because of these changes.
Many employers who qualified for Group Rating in the past are being told that they will not be allowed to participate in the future usually because of one or two claims. For claims that occur after January 1, 2011 the OBWC will no longer suppress reserves where the employer pays wage continuation to an employee who would otherwise be collecting workers’ compensation benefits. That change alone will have a significant impact on union contractors.
The OBWC offers alternative programs like the Drug Free Safety Program, deductibles or retrospective rating programs that offer some discounts. However, the advantage of these programs has been diminished. The need is for a program that allows employers to truly control their costs.
